Plan de Movilidad Sostenible al Trabajo: qué empresas deben tenerlo antes del 5 de diciembre de 2026

La movilidad diaria de las personas trabajadoras se ha convertido en una cuestión estratégica para las organizaciones. Ya no se trata únicamente de reducir emisiones: también implica mejorar la seguridad vial laboral, prevenir accidentes in itinere, facilitar el acceso a los centros de trabajo y hacer más eficientes los desplazamientos.

The Ley 9/2025, de 3 de diciembre, de Movilidad Sostenible, modificada por el Real Decreto-ley 7/2026, de 20 de marzo, establece la obligación de disponer de un Plan de Movilidad Sostenible al Trabajo (PMST) para determinados centros. El plazo actual para cumplir esta obligación finaliza el 5 de diciembre de 2026.

Para las empresas y entidades que se aproximan a los umbrales establecidos, empezar con antelación permitirá realizar un diagnóstico riguroso, negociar las medidas y organizar su implantación de forma realista.

 ¿Qué es un Plan de Movilidad Sostenible al Trabajo?

Un Plan de Movilidad Sostenible al Trabajo es un conjunto organizado de medidas destinadas a racionalizar los desplazamientos relacionados con un centro de trabajo.                                                                                Su alcance no se limita a los trayectos de la plantilla: también puede considerar el acceso de clientes, proveedores, visitantes y otras personas vinculadas a la actividad.

El PMST parte del análisis de la movilidad actual y define actuaciones para reducir la dependencia del vehículo privado de baja ocupación, impulsar alternativas más sostenibles y mejorar la seguridad de los desplazamientos.

Por tanto, debe entenderse como una herramienta de gestión que conecta sostenibilidad, prevención de riesgos laborales, organización del trabajo y eficiencia empresarial.

 ¿Qué empresas están obligadas a disponer de un PMST?

La obligación afecta a empresas y entidades del sector público para aquellos centros de trabajo que cuenten con:

• Más de 200 personas trabajadoras, o
• Más de 100 personas trabajadoras por turno.

El umbral se aplica al centro de trabajo habitual. Además, la norma contempla exigencias específicas para centros de alta ocupación y permite que las administraciones competentes desarrollen obligaciones adicionales en su ámbito territorial.

Aunque un centro todavía no alcance estas cifras, puede ser recomendable analizar su movilidad cuando exista un elevado volumen de desplazamientos, dificultades de acceso, alta siniestralidad vial, problemas de aparcamiento o una estrategia corporativa de reducción de emisiones.

 Fecha límite: 5 de diciembre de 2026

El Real Decreto-ley 7/2026 modificó el artículo 26 de la Ley de Movilidad Sostenible y redujo de veinticuatro a doce meses el plazo para disponer del Plan. Dado que la ley entró en vigor el 5 de diciembre de 2025, la fecha de referencia es el 5 de diciembre de 2026. La elaboración del PMST requiere recopilar información, estudiar los hábitos de desplazamiento, valorar las alternativas disponibles y negociar su contenido con la representación legal de las personas trabajadoras.

¿Qué debe incluir un Plan de Movilidad Sostenible al Trabajo?

Cada Plan debe adaptarse a la ubicación, la actividad, los turnos y las necesidades reales del centro. Como punto de partida, debería abordar los siguientes aspectos:

•  Diagnóstico de la movilidad actual

El diagnóstico permite conocer desde dónde y cómo se desplazan las personas, qué horarios concentran más viajes, qué dificultades existen y qué alternativas están disponibles. Puede apoyarse en encuestas, datos de acceso, análisis de aparcamiento, siniestralidad y oferta de transporte.

• Transporte público y colectivo

El Plan puede incluir medidas para facilitar el uso del transporte público, coordinar horarios, mejorar la infor

mación disponible o estudiar servicios colectivos y lanzaderas cuando resulten viables.

• Movilidad activa

Los desplazamientos a pie y en bicicleta requieren accesos seguros y, cuando proceda, aparcamientos para bicicletas, vestuarios, señalización o acciones de sensibilización.

• Movilidad compartida y colaborativa

El coche compartido puede reducir el número de vehículos que acceden al centro. Para impulsarlo pueden utilizarse plataformas de coordinación, plazas preferentes u otros incentivos organizativos.

•  Vehículos de bajas o cero emisiones

El PMST puede contemplar la electrificación progresiva de flotas, la instalación de puntos de recarga y medidas que faciliten el uso de vehículos con menores emisiones.

• Teletrabajo y organización de horarios

Cuando la actividad lo permita, el teletrabajo, la flexibilidad horaria o la adaptación de turnos pueden contribuir a reducir desplazamientos y evitar las horas de mayor congestión.

• Seguridad vial laboral

El Plan debe integrar medidas para prevenir accidentes durante los desplazamientos al trabajo. Esto incluye analizar la siniestralidad, identificar riesgos, mejorar la formación y coordinar las actuaciones con la gestión preventiva de la organización.

•  Negociación, indicadores y seguimiento

El PMST debe negociarse con la representación legal de las personas trabajadoras. También debe incorporar indicadores que permitan evaluar el grado de implantación de las medidas. La ley prevé un informe de seguimiento a los dos años de la aprobación y su repetición cada dos años mientras el Plan siga vigente.

El PMST no es solo una obligación ambiental

Una estrategia de movilidad bien diseñada puede generar beneficios directos para la organización y su plantilla:

– Reducir el riesgo de accidentes *in itinere*.

– Disminuir emisiones y consumo energético asociados a los desplazamientos.

– Mejorar la accesibilidad al centro de trabajo.

– Reducir los problemas de tráfico y aparcamiento.

– Favorecer hábitos más saludables.

– Reforzar los compromisos de sostenibilidad y la estrategia ESG.

– Obtener información útil para tomar decisiones sobre horarios, accesos e infraestructuras.

La movilidad sostenible funciona mejor cuando las medidas se ajustan a la realidad del centro. Un catálogo genérico de acciones no sustituye a un diagnóstico ni garantiza resultados.

¿Cómo elaborar un Plan de Movilidad Sostenible al Trabajo?

Un proceso ordenado puede estructurarse en cinco fases:

1. Definir el alcance y organizar el proyecto. Identificar centros, plantilla, turnos, agentes implicados y calendario.
2. Realizar el diagnóstico.Recopilar datos y analizar los patrones de movilidad, los riesgos y las alternativas disponibles.
3. Diseñar y negociar las medidas. Priorizar actuaciones viables, con responsables, recursos y plazos.
4. Establecer objetivos e indicadores. Medir aspectos como reparto modal, ocupación de vehículos, emisiones, uso del transporte colectivo o siniestralidad.
5. Implantar, comunicar y hacer seguimiento.Evaluar resultados y actualizar las medidas cuando sea necesario.

• Organizational Carbon Footprint. This includes all emissions from activities directly related to the functioning of the organization.
• Product Carbon Footprint. This includes all gases generated throughout the entire life cycle of a product (“cradle to grave”).
• Event/Project Carbon Footprint. This includes gas emissions resulting from the consumption of electricity and fossil fuels from activities related to the event/project.

💨 Types of emissions:

• Primary/DirectThose issued by the company. It has direct control over them, or the source of issuance is its own.
• Secondary/Indirect: All other issues. The company generates an issue, but that issue is not its own.

🛑 Operational limits:

• Scope 1: Direct emissions.
• Scope 2: All indirect emissions associated with electricity.
• Scope 3: Other indirect emissions.

▶️ Standard selection:

We can calculate our footprint based on a standard (GHG Protocol, ISO 14064, ISO 14067, ISO 14069, PAS 2050, etc.) and in turn, verify it through a certification body or perform the calculation and carry out the record in it MITECO.
